Khalid Muhammad Khalid (b. 1920) is an Egyptian writer. Initially supported secularly based social justice and reform, but by the 1980s was more concerned with Islamic authenticity. Believes that Islam has both a civil mission and a religious one and that the state should apply Islamic principles. Maintains that an Islamic state aims at liberty and opposes despotism. Interprets the Quranic concept of shura (consultation) as a parliamentary democracy.
